Should Medicaid be a prickly issue of the U.S government stimulus package?

Medicaid - is the United States health program for eligible individuals and families with low incomes and resources. It is a means-tested program that is jointly funded by the states and federal government, and is managed by the states.Among the groups of people served by Medicaid are eligible low-income parents, children, seniors, and people with disabilities
Income - the monetary payment received for goods or services, or from other sources, as rents or investments.
Budget - an estimate, often itemized, of expected income and expense for a given period in the future. A plan of operations based on such an estimate.
Binge - a period or bout, usually brief, of excessive indulgence, as in eating, drinking alcoholic beverages, etc.; spree.
